HOW THESE DIFFER

A generator takes choices, not a document.

The rest of the toolbox transforms something you already have: paste a URL, a token, or a JSON document and get it back explained, converted, or compared. A generator starts from nothing. You pick what applies, and the output is a file to save or a value to paste.

That difference is why these are held to a stricter rule. A generator that produced slightly different output each time, or that invented a plausible-looking directive, would be worse than no generator at all, because its output goes straight into a repository or onto a server. So the fragments are fixed and dated, the same selection always produces the same file, and anything a generator cannot express is reported rather than guessed at. The one deliberate exception is a value that has to be unpredictable to be worth anything: a UUID, a token, a secret.
